Authorizes the Board of Trustees of the Internal Improvement Trust Fund to acquire nonconservation lands to buffer military installations against encroachment through fee simple or less-than-fee interest purchases.

Directs the Department of Economic Opportunity to annually submit recommended nonconservation land acquisitions to the Board of Trustees, and requires the board to consider recommendations from the Florida Defense Support Task Force.

Defines "nonconservation lands" as lands not subject to acquisition by the Florida Forever Program.

Expands the Military Base Protection Program to include securing buffer lands to protect military installations against encroachment and supporting local community service partnerships with military installations.

Permits funds appropriated to the Military Base Protection Program to be used for land acquisition and other emergent needs relating to mission sustainment, encroachment reduction or prevention, and base retention, including as federal matching funds.
