Amends section 119.071, Florida Statutes to make permanent the public records exemption for agency complaints involving employment discrimination based on race, color, religion, sex, national origin, age, handicap, or marital status.

Exemption covers complaints and related records until a probable cause finding is made, the investigation becomes inactive, or the complaint becomes part of an official hearing or court record.

Removes the scheduled repeal date of October 2, 2013 under the Open Government Sunset Review Act, making the exemption permanent rather than subject to periodic legislative review.

Preserves the exemption's inapplicability to Florida Commission on Human Relations functions and allows state and federal agencies with statutory authority to access such records.

Effective October 1, 2013.
