Redefines "full-time state employees" to require working an average of at least 30 or more hours per week, and explicitly excludes seasonal workers paid from other-personal-services (OPS) funds.

OPS employees hired before April 1, 2013, are eligible for health insurance coverage in 2014 if they worked an average of at least 30 hours per week during April 1 - September 30, 2013; OPS employees hired after April 1, 2013, are eligible if reasonably expected to work 30+ hours per week.

Requires all state agencies participating in the group insurance program to provide employee information to the Department of Management Services, including hours worked, to determine insurance eligibility.

Modifies health savings account contributions so that for fiscal year 2014-2015 and beyond, the state's contribution shall be set in the annual General Appropriations Act rather than fixed amounts.

Authorizes the Department of Management Services to adopt emergency rules to modify OPS employee eligibility to comply with the Affordable Care Act coverage requirements, with any such rules expiring by June 30, 2014.
