Authorizes the Department of Environmental Protection to implement numeric nutrient standards for streams, springs, lakes, and estuaries based on the "Implementation of Florida's Numeric Nutrient Standards" document from the Florida Administrative Register Vol. 39, No. 54, pages 1397-1398.

Requires nutrient loadings from upstream waters to be limited to prevent impairment of downstream waters and maintain compliance with nutrient water quality standards.

Exempts nutrient criteria rules adopted in 2013 from legislative ratification under Florida Statutes s. 120.541(3).

Directs the Department of Environmental Protection to establish by rule or final order numeric interpretations for total nitrogen, total phosphorus, and chlorophyll a in estuaries and non-estuarine coastal waters by December 1, 2014, using current conditions of unimpaired waters as the interim standard.

Requires the Department to submit a report to the Governor and Legislature by August 1, 2013, detailing the status of establishing numeric nutrient interpretations and calculated numeric values for waters without existing standards.
