CS for SB 1816 - Health Care

• Creates the Healthy Florida program administered by the Florida Healthy Kids Corporation to provide health coverage for uninsured adults earning up to 138% of federal poverty level, with coverage beginning January 1, 2014.

• Revises Florida Kidcare program definitions and eligibility requirements to use "household income" and "modified adjusted gross income" consistent with federal Patient Protection and Affordable Care Act standards, effective January 1, 2014.

• Eliminates Florida Kidcare employer-sponsored group health insurance coverage component and repeals provisions related to approval of health benefits coverage and rural county service delivery requirements.

• Restricts Florida Healthy Kids Corporation full-pay enrollment to current enrollees only, requiring notification by August 15, 2013, with no new full-pay applications accepted after September 30, 2013.

• Prohibits health insurers, prepaid limited health service organizations, and health maintenance organizations from requiring dentists to provide services at insurer-set fees unless those services are covered benefits with good-faith, non-nominal reimbursement rates, applicable to contracts entered into or renewed on or after July 1, 2013.

• Appropriates $1.258 billion from Medical Care Trust Fund for Healthy Florida program coverage and additional funds for administrative implementation.
