States the amendment would limit pork barrel spending, reduce legislative riders, restrict omnibus legislation, increase transparency, and improve congressional accountability.

Supersedes all previous Florida memorials and concurrent resolutions applying for a single-subject constitutional amendment convention.

Requires the resolution be revoked retroactively if used to support a constitutional convention for any purpose other than implementing a single-subject requirement for federal legislation.
