Reduces vehicle registration service charges from $5 to $2.50 for original issuance, duplicate issuance, or transfer of license plates and registration certificates, and from $3 to $1 for automated vending facility stickers.

Reduces the retroreflection material fee on motor vehicle registrations from $1.50 to $.50 per vehicle, with the reduced amount deposited into the Highway Safety Operating Trust Fund.

Reduces surcharges on license taxes from $4 to $2 under section 320.0804 and from $5.50 to $1 under section 320.08046, with proceeds directed to the State Transportation Trust Fund and Grants and Donations Trust Fund respectively.

Eliminates the 15 percent salary tax credit for insurers under section 624.509(5) and removes references to this credit in related insurance premium tax provisions.

Takes effect September 1, 2013 for vehicle registration changes and upon becoming law for insurance premium tax changes, effective for the 2013 tax year.
