Establishes a pilot project in one high-rate county (preferably with unified family court) to serve "crossover youth" who receive services from both the Department of Children and Families and Department of Juvenile Justice.

Requires the Secretary of Children and Families to seek proposals from providers and select one or more residential homes in the pilot county to participate in the project.

Pilot project must include staff training by Juvenile Justice, intervention services for youth on probation, enhanced security measures, unified treatment plans across agencies, and interventions to protect low-risk youth from high-risk peers.

Pilot project begins no later than July 1, 2013, and ends June 30, 2014.

Requires joint interim report (due December 31, 2013) and final report (due August 31, 2014) to the Governor and Legislature with performance metrics including youth demographics, new charges, probation violations, risk reduction, and academic performance.
