Changes county and municipal requirements from "may" to "shall" regarding attaching disclaimers to development permits and including conditions requiring other applicable state or federal permits be obtained before commencement of development.

Allows counties to include commercial development ancillary to professional sports facilities in leases of sports facilities if the ancillary property is part of or contiguous to the sports facility.

Modifies Monroe County onsite sewage treatment and disposal system standards to allow holding tanks with high-water alarms or systems meeting minimum standards in areas scheduled for central sewer service by December 31, 2015, and extends connection deadlines to December 31, 2020.

Extends and renews building permits and Department of Environmental Protection or water management district permits expiring January 1, 2012 through January 1, 2016 for 3 years in Florida Keys Area of Critical State Concern, with total extensions not exceeding 7 years.

Revises the deadline for permit holders to notify authorizing agencies of automatic extension eligibility from December 31, 2012 to October 1, 2013.
