Broadens employer eligibility for the Florida Health Choices Program by removing specific categories (fiscally constrained counties, small municipalities, school districts, and rural hospitals) and allowing any employers meeting corporation-established criteria to participate.

Expands individual eligibility to include any individuals meeting corporation-established criteria, removing restrictions limiting participation to state employees, state retirees, and Medicaid opt-outs.

Changes the enrollment period for initial product and service selection from a fixed 60-day period after employer qualification to an applicable open enrollment period established by the corporation.

Removes job status and Medicaid eligibility change restrictions, allowing participants to voluntarily participate in the program regardless of subsequent changes in employment or Medicaid status.

Establishes that standard forms, website design, and marketing communications developed and used by the corporation and participating vendors are exempt from the Florida Insurance Code.

Appropriates $900,000 in nonrecurring general revenue for fiscal year 2013-2014 to fund administration and operations of the Florida Health Choices Program.
