Exempts all proprietary business information submitted by insurers to the Citizens Property Insurance Corporation's clearinghouse from public records requirements under Florida Statutes s. 119.07(1) and Florida Constitution Article I, s. 24(a).

Defines "proprietary business information" as information owned by an insurer that is identified as private, not readily ascertainable from public sources, and includes trade secrets and competitive business information used to identify and select risks for coverage offers.

Allows the clearinghouse to disclose exempt proprietary information only with prior written insurer consent, pursuant to court order, or to other state or federal agencies that agree in writing to maintain confidentiality.

Takes effect on the same date as SB 1770 or similar legislation creating the Citizens Property Insurance Corporation clearinghouse program, if adopted in the same legislative session.

Subject to the Open Government Sunset Review Act and shall be repealed on October 2, 2018, unless reenacted by the Legislature.
