Appropriates $9.1 million to the Florida Prepaid Tuition Scholarship Program for Take Stock in Children, Inc. to purchase 2-year dormitory contracts for eligible 10th and 11th grade students.

Allocates $5.3 million for state court technology solutions to expedite foreclosure case processing and $16 million for supplemental court resources including senior judge days and case management staff to reduce foreclosure backlogs.

Provides $9.7 million to court clerks, $10 million to the Attorney General's office for legal aid to low and moderate-income homeowners facing foreclosure, and $10 million to the Department of Children and Families for domestic violence center capital improvements.

Appropriates $20 million to Habitat for Humanity of Florida for affordable housing acquisition, rehabilitation, or reconstruction, with requirements for competitive proposal processes, quarterly progress reports, and repayment of unexpended funds to the State Housing Trust Fund by June 30, 2015.

Allocates $50 million to the Florida Housing Finance Corporation for the State Apartment Incentive Loan Program ($25 million each for elderly and extremely-low-income rental units), plus additional funding for SAIL construction ($10 million), State Housing Initiative Program ($40 million), homeless housing ($10 million), and developmental disability housing ($10 million).

Takes effect upon deposit of $200,080,474 from the National Mortgage Settlement escrow account into the General Revenue Fund.
