Removes oxycodone and hydrocodone from the existing 4-gram trafficking threshold that applies to morphine, opium, and other opioids.

Creates a new separate felony offense of "trafficking in illegal prescription drugs" for oxycodone or hydrocodone at 14 grams or more with mandatory minimum sentences ranging from 3 to 25 years and fines from $50,000 to $750,000 depending on quantity.

Maintains existing trafficking penalties for other opioids (morphine, opium, hydromorphone, heroin) at the 4-gram threshold with first-degree felony charges.

Establishes higher penalties for larger quantities of oxycodone/hydrocodone: 14-28 grams (3 years), 28-50 grams (7 years), 50-200 grams (15 years), and 200+ grams (25 years).

Takes effect July 1, 2013.
