Ratifies six Department of Environmental Protection rules establishing total maximum daily loads (TMDLs) for impaired water bodies to satisfy legislative approval requirements under s. 120.541(3), Florida Statutes.

Ratified rules address TMDLs for the St. Marks River Basin, Pensacola Bay Basin, Indian River Lagoon Basin, Hillsborough River Basin, Springs Coast Basin, and a statewide TMDL for mercury-impaired water bodies.

Bill does not alter existing rulemaking authority, constitute legislative preemption, or cure any rulemaking defects; does not prevent challenges based on lack of authority or violations of rulemaking requirements.

Specifies that the act shall not be codified in the Florida Statutes and serves solely to satisfy conditions on rule effectiveness.

Takes effect upon becoming law.
