Creates s. 560.312, F.S. to exempt payment instrument transaction information held by the Office of Financial Regulation from public records requirements, protecting identifying information about licensees, payors, payees, and conductors.

Allows licensees to access information they submit to the office and permits the office to share database information with law enforcement agencies and other governmental agencies under information-sharing agreements to detect and deter financial crimes and workers' compensation violations.

Requires any department or agency receiving confidential information from the office to maintain its confidentiality unless compelled by court order to produce it to specific parties.

Sunsets the exemption on October 2, 2018, subject to the Open Government Sunset Review Act unless the Legislature reenacts it.

Finds that public availability of payment instrument transaction information would reveal sensitive personal financial data and private business information that could be used competitively, justifying the confidentiality exemption to protect individuals and businesses while enabling fraud detection.
