Sets total county Medicaid contributions at $269.6 million annually for fiscal years 2013-2014 through 2019-2020, with adjustments thereafter based on percentage changes in state Medicaid expenditures as determined by the Social Services Estimating Conference.

Calculates each county's contribution using a formula combining enrollment weight (based on county's Medicaid enrollees as of March 1) and payment weight (based on county's percentage share of payments), with specific weight percentages provided in tables for each fiscal year.

Requires counties to pay annual contributions in equal monthly installments to the Department of Revenue by the 5th of each month, with authority for the department to withhold county distributions under sections 218.61 and 218.26 for non-payment.

Directs the Agency for Health Care Administration to annually report to the Legislature on the status of county billings and eventually transition to a new contribution methodology based on each county's proportion of billings from April 1, 2012, through March 31, 2013, once all appeal rights expire.

Requires the agency to provide data reports to the Florida Association of Counties regarding Medicaid cost and utilization by county and service type, and to assess the impact of the new contribution methodology on counties (reporting requirement repeals December 31, 2015).
