Expands public records exemption for information held by the Department of Highway Safety and Motor Vehicles to include bodily injury liability insurance policies, in addition to existing personal injury protection and property damage liability policies.

Protects personal identifying information of insureds and insurance policy numbers from public disclosure under Florida's public records laws and state constitution.

Maintains existing provisions allowing release of policy numbers to accident victims, their attorneys, or their insurers upon written request and submission of a crash report.

Subjects the exemption to the Open Government Sunset Review Act, with the exemption set to expire and be repealed on October 2, 2018, unless reenacted by the Legislature.

Establishes public necessity finding that protecting insurer customer lists prevents competitive disadvantage and fraud against insureds, while ensuring proper liability insurance verification for road safety.
