Recognizes Autar Kaw, Ph.D., a mechanical engineering professor at the University of South Florida, as the 2012 United States Outstanding Doctoral and Research Universities Professor of the Year awarded by the Carnegie Foundation for the Advancement of Teaching and CASE.

Notes that Kaw is the first doctoral and research university professor from Florida to receive this award since the program's inception in 1981.

Honors Kaw's 25-year career dedicated to innovative teaching methods, including pioneering work in Massive Open Online Courses (MOOCs) and development of the Holistic Numerical Methods Institute website used by tens of thousands of engineering students worldwide.

Recognizes Kaw's professional achievements including fellowships in the American Society of Mechanical Engineers, the 2011 National Outstanding Teaching Medal, and authorship of four widely-used textbooks.

Expresses the Florida Senate's appreciation for Kaw's service and the recognition this award brings to Florida, the University of South Florida, and the State University System of Florida.
