Saves the public records exemption for personal identifying information of donors held in the Joshua Abbott Organ and Tissue Registry from repeal under the Open Government Sunset Review Act.

Removes the scheduled repeal date of October 2, 2013 that was set to expire the exemption unless reenacted by the Legislature.

Maintains confidentiality of donor identifying information while allowing disclosure to certified procurement organizations and bona fide researchers under specified conditions.

Requires researchers to submit a research plan, maintain confidentiality, destroy records after research concludes, and refrain from contacting donors or donees.

Effective date: October 1, 2013.
