Extends the expiration date of Florida's health flex plans program from July 1, 2013 to January 1, 2014, or until qualified health plans become available through an exchange, whichever occurs later.

Amends section 408.909, Florida Statutes to continue allowing low-income uninsured residents to obtain alternative health coverage options that limit or exclude certain mandated benefits and cap annual claims.

Maintains eligibility requirements for individuals with family income at or below 300 percent of the federal poverty level who lack private or public health insurance coverage.

Preserves regulatory oversight by the Agency for Health Care Administration and Office of Insurance Regulation regarding quality of care, financial soundness, and marketing practices of health flex plans.

Takes effect June 30, 2013.
