Deletes the sunset provision scheduled to repeal the public records exemption for personal identifying information of paratransit service applicants and recipients on October 2, 2013.

Permanently maintains the confidentiality exemption for paratransit users' personal identifying information held by state agencies.

Allows disclosure of confidential paratransit information only with express written consent, in medical emergencies, by court order showing good cause, or to other agencies performing official duties.

Effective July 1, 2013.
