Removes the requirement for nonresidents aged 16 and older to hold an International Driving Permit, allowing them to operate motor vehicles with only a valid noncommercial driver's license from their home state or country.

Creates a new exemption category for nonresidents aged 18 and older who possess a valid noncommercial driver's license from their home state or country to operate non-commercial motor vehicles in Florida.

Maintains existing exemptions for U.S. Government employees, agricultural equipment operators, golf cart operators, and contract workers for the U.S. Government.

Takes effect upon becoming law with retroactive application to January 1, 2013.
