Requires the Executive Office of the Governor to maintain a website displaying approved operating budget information including disbursement data, appropriations adjustments, spending authority status, position information, allotments, trust fund balances, revenue reports, capital outlay projects, 10-year appropriation history, and audit links.

Requires the Executive Office of the Governor to establish a fiscal planning website containing the long-range financial outlook, budget instructions, legislative budget requests, capital improvement plans, long-range program plans, and the Governor's budget recommendation, searchable by fiscal year, agency, and appropriation category.

Requires the Department of Management Services to maintain a website with current information on state employees and officers including name, salary, position number, class code, title, employing agency, and budget entity, searchable by agency, employee name, salary range, or class code.

Requires the Chief Financial Officer to establish a secure state contract tracking system accessible through a website where state agencies must post contract information within 30 days of execution, including contracting entities, procurement method, dates, compensation, payments, performance measures, and redacted electronic copies of contracts and procurement documents.
