Authorizes the Department of Environmental Protection to implement nutrient control standards in flowing waters consistent with adopted numeric interpretations and downstream water quality standards.

Limits nutrient loading from streams, canals, and conveyances to downstream waters by requiring the department to prevent impairment, adopt total maximum daily loads for impaired waters, or establish allocations under existing TMDL programs.

Makes any numeric nutrient criteria rules for estuaries adopted in 2013 exempt from legislative ratification and subject to rule 62-302.531(9), Florida Administrative Code; requires removal of this rule when the EPA withdraws all federal nutrient criteria in Florida.

Directs the department to establish estuary-specific numeric interpretations for total nitrogen, total phosphorus, and chlorophyll a for estuaries without existing criteria, and chlorophyll a standards for non-estuarine coastal waters by December 1, 2014.

Requires the department to report to the Governor and Legislature by August 1, 2013, on the status of establishing numeric nutrient interpretations and providing calculated numeric values representing current conditions of unimpaired waters.
