Revises the Florida Kidcare program by changing eligibility determination from "family income" to "household income" and "Modified Adjusted Gross Income (MAGI)" consistent with federal requirements under the Patient Protection and Affordable Care Act.

Removes employer-sponsored group health insurance as a program component and eliminates separate approval processes through the Office of Insurance Regulation, consolidating administration under the Agency for Health Care Administration and Florida Healthy Kids Corporation.

Establishes the Healthy Florida program as a new health care initiative for lower-income uninsured adults, administered by the Florida Healthy Kids Corporation, with enrollment beginning October 1, 2013 and coverage effective January 1, 2014.

Modifies the Florida Healthy Kids Corporation's board structure by changing the chair appointment from the Chief Financial Officer to a Governor appointee requiring Senate confirmation, and creates an executive steering committee composed of three secretaries.

Requires the Florida Healthy Kids Corporation to notify full-pay enrollees by August 15, 2013 about health insurance exchange options and prohibits new full-pay coverage applications after September 30, 2013, effectively transitioning non-subsidized enrollees to other insurance affordability programs.
