SPB 7054 - Education Funding Summary

• Revises the College-Preparatory Boarding Academy's eligible student definition to include students whose families receive TANF or Title IV-E benefits and students covered under the state's Child Welfare Waiver Demonstration project, and authorizes inter-agency funding transfers for program operations.

• Permits school districts to report full-time equivalent membership for virtual education credits completed after the regular school year if reported by the final enrollment report deadline.

• Authorizes universities to increase athletic fees beyond normal caps to defray costs of adding NCAA Division II football or changing divisions, with increases capped at $2 per credit hour.

• Eliminates the annual virtual education contribution in the Florida Education Finance Program and revises the discretionary millage compression supplement rate to 105 percent of the state average.

• Authorizes district school boards to levy an additional 0.25 mills for critical capital outlay needs if the district's average annual capital outlay FTE increase over the previous 5 years is 2.5 percent or greater, subject to supermajority vote.
