Excludes other-personal-services (OPS) employees from state health insurance until December 31, 2013; beginning January 1, 2014, includes OPS employees working an average of 40 hours per week or full-time employees and 30 hours per week or part-time employees.

Establishes hourly thresholds for state contribution calculations for part-time permanent employees starting January 1, 2014, based on whether employees worked less than an average of 30 hours per week during the past 12 months or are reasonably expected to work less than 30 hours per week.

Sets health savings account employer contributions at $41.66 monthly for individual coverage and $83.33 monthly for family coverage for fiscal year 2013-2014; allows future contributions to be set in annual General Appropriations Act.

Reenacts prescription drug program provisions including 30-day supply limit for pharmacy purchases and 90-day limit for mail order purchases, with specified copayment amounts effective January 1, 2012.

Repeals section 53 of chapter 2012-119, Laws of Florida, relating to reversion of state employee prescription drug provisions; effective July 1, 2013.
