Amends section 119.071, Florida Statutes to make permanent a public records exemption for agency complaints and records relating to employment discrimination based on race, color, religion, sex, national origin, age, handicap, or marital status.

Records remain exempt from public inspection until a probable cause finding is made, the investigation becomes inactive, or the complaint becomes part of an official hearing or court record.

Removes the scheduled repeal date of October 2, 2013 that was previously required under the Open Government Sunset Review Act, making the exemption permanent.

Preserves the Florida Commission on Human Relations' functions and authorizes state and federal agencies to access records as permitted by law for their statutory duties.

Takes effect October 1, 2013.
