Establishes a one-year pilot project (July 1, 2013 - June 30, 2014) in one high-need county to serve "crossover youth" ages under 18 who receive services from both the Department of Children and Families and Department of Juvenile Justice.

Counties with unified family courts are given preference for selection, which must be mutually agreed upon by the Secretaries of Children and Families and Juvenile Justice.

Pilot project must include staff training by Department of Juvenile Justice, intervention services for youth on probation, enhanced security measures, unified treatment plans, and interventions to protect low-risk youth from negative effects of high-risk peers.

Requires joint interim report (due December 31, 2013) and final report (due August 31, 2014) to the Governor and Legislature measuring performance including number of youth served, new law violations, probation violations, risk/protective factors, transfers, law enforcement calls, and academic performance.

Secretary of Children and Families must seek proposals from child welfare service providers to implement innovative approaches at selected residential homes in the pilot county.
