Creates new sections establishing that Florida Insurance Code provisions apply unless they conflict with the Patient Protection and Affordable Care Act (PPACA), and authorizes the Office of Insurance Regulation and Department of Financial Services to review health insurer compliance with PPACA and report violations to federal authorities.

Defines "grandfathered health plan" and "nongrandfathered health plan" and requires separate rating experience for these two categories; exempts nongrandfathered health plans from state rate review and approval for plan years 2014-2015.

Requires insurers and health maintenance organizations to include notices with nongrandfathered health plans describing the estimated impact of PPACA on monthly premiums, with specific dollar amounts for guaranteed issuance costs, fees/taxes, age and gender rating changes, and essential health benefits requirements.

Terminates coverage for all policyholders of the Florida Comprehensive Health Association on June 30, 2014, and requires the association to assist policyholders in obtaining other coverage and to complete dissolution by September 1, 2015.

Allows insurers to nonrenew coverage only for nongrandfathered health plans when a policy form covers both grandfathered and nongrandfathered plans, and eliminates gender as a required rating factor for nongrandfathered small group health plans.
