Exempts underwriting guidelines, manuals, rating information, and underwriting criteria submitted by insurers to the Citizens Property Insurance Corporation's clearinghouse from public records requirements under s. 119.07(1) and Art. I, s. 24(a) of the State Constitution.

Applies exemption only to information used to identify and select risks from the clearinghouse program that helps match new applicants and renewal policyholders with authorized insurers.

Subjects the exemption to the Open Government Sunset Review Act and requires the Legislature to review and reenact the provision by October 2, 2018, or it automatically repeals.

Declares that confidentiality is necessary to prevent disclosure from discouraging insurer participation in the clearinghouse program, which aims to increase consumer coverage choices and reduce the corporation's assessment exposure.

Takes effect on the same date that SB 1770 or similar legislation creating the Citizens Property Insurance Corporation clearinghouse becomes law.
