CS/CS/HB 3 (2014) - Freight and Trade

• Makes seaport asset management plans eligible for funding under the Florida Seaport Transportation and Economic Development Program.

• Revises funding for the Intermodal Logistics Center Infrastructure Support Program to begin in fiscal year 2014-2015 with up to $5 million annually from the State Transportation Trust Fund.

• Creates freight logistics zones allowing counties or contiguous counties to designate geographic areas around intermodal logistics centers, with projects in these zones eligible for priority state funding if consistent with the Freight Mobility and Trade Plan.

• Requires the Department of Transportation to review continuity of operations plans and develop an all-hazards economic recovery and resumption of trade plan for Florida's seaports, and to examine the need for consistent asset management plans statewide.

• Allows public roads connecting deepwater port facilities to be designated as port district roads where port vehicles are exempt from vehicle registration and licensing requirements; Department of Transportation must mark these roads with appropriate signage.
