Prohibits drivers younger than 18 years old from using any mobile telecommunications device while driving or in physical control of a motor vehicle on Florida roads, with exceptions for stopped vehicles outside traffic flow and emergency communications to E911.

Defines "mobile telecommunications device" to include wireless phones, computers, and electronic devices used for voice or nonvoice communications such as text, email, games, music, pictures, sound, or video.

Classifies violations as noncriminal traffic infractions punishable as nonmoving violations under chapter 318.

Adds a voluntary $1 per applicant checkoff option on driver license applications to contribute to the AAA Foundation for Traffic Safety, with contributions not counted as revenue income for service charge purposes.

Takes effect January 1, 2015.
