Adds definition of "lawfully residing child" as a child lawfully present in the United States per federal regulations and meeting Medicaid or CHIP residency requirements, with eligibility for medical assistance under the Children's Health Insurance Program Reauthorization Act of 2009.

Excludes undocumented immigrants from eligibility for Title XXI-funded premium assistance in the Florida Kidcare program and explicitly states the program does not extend eligibility to undocumented immigrants.

Replaces reference to "qualified alien" with "lawfully residing child" in eligibility criteria for Kidcare enrollment under section 409.814.

Provides optional Medicaid payments for children under 19 years of age who meet requirements under section 409.903, except for lawfully residing children, and explicitly excludes undocumented immigrants from optional Medicaid services.

Effective date: July 1, 2014.
