Prohibits health insurers from requiring contracted dentists to provide services at insurer-set fees unless those services are covered services under the applicable contract.

Prohibits prepaid limited health service organizations from requiring dentists to provide services at organization-set fees unless services are covered services under the applicable contract.

Prohibits health maintenance organizations from requiring dentists to provide services at organization-set fees unless services are covered services under the applicable contract.

Defines "covered services" as dental care services for which reimbursement is available under a subscriber's contract or would be available but for contractual limitations such as deductibles, coinsurance, waiting periods, maximums, frequency limitations, or alternative benefit payments.

Applies to contracts entered into or renewed on or after July 1, 2014, with an effective date of July 1, 2014.
