By October 1, 2014, water management districts must identify first and second magnitude springs within their districts that are in decline based on historic average water quality and flow levels, with technical support from the Florida Geological Survey or other state/federal agencies.

By July 1, 2015, each water management district shall develop a 5-year plan to restore historic average water quality and flow levels to the identified declining springs, which may incorporate existing plans and studies.

Water management districts are authorized to adopt rules and issue orders as necessary to implement the springs restoration requirements.

Beginning January 1, 2015, and quarterly thereafter, each water management district must submit progress reports on restoration efforts to the Governor, President of the Senate, and Speaker of the House of Representatives.

The act takes effect July 1, 2014.
