Waives fees for state identification cards and replacement driver licenses issued to inmates before release, with temporary permits valid for at least 6 months if expiring soon.

Requires the Department of Corrections to work with the Department of Health and Department of Highway Safety and Motor Vehicles to provide Florida-born inmates with a certified birth certificate and state identification card before release.

Mandates the Department of Corrections assist all inmates in obtaining social security cards, and provide out-of-state born inmates with forms and information to obtain identification documents near their release address.

Requires the department to submit inmate photos and biographical information to the Department of Health to facilitate birth certificate acquisition.

Appropriates $221,276 in recurring funds and $243,782 in nonrecurring funds from the Highway Safety Operating Trust Fund for mobile licensing vehicles to issue credentials to inmates before release.
