Reduces the service charge for original, duplicate, or transferred license plates from $5 to $2.50, with $2.50 deposited to the General Revenue Fund and the remainder retained by the department or tax collector.

Reduces the service charge for license plate validation stickers, vessel decals, and mobile home stickers issued from automated vending facilities from $3 to $1, with $1 used for automated vending equipment and $2 deposited to the General Revenue Fund.

Increases the additional fee collected on motor vehicle registration and renewal from 50 cents to $1.50, with $1 deposited to the General Revenue Fund and 50 cents to the Highway Safety Operating Trust Fund.

Increases the surcharge on license taxes from $2 to $4, with $1 to the State Transportation Trust Fund, $1 to the Highway Safety Operating Trust Fund, and $2 to the General Revenue Fund.

Increases the juvenile programs surcharge on license taxes from $1 to $5.50, with $4.50 to the General Revenue Fund and $1 to the Grants and Donations Trust Fund in the Department of Juvenile Justice.
