Allocates one presidential elector to be elected from each congressional district and two electors to be elected at large statewide.

Requires the Department of State to certify the two at-large electors who receive the highest number of votes in a majority of congressional districts, and certifies district electors who receive the highest votes in their respective districts.

Directs the Governor to nominate and designate electors as at-large or by-district based on recommendations from each political party's state executive committee, with nominations due before September 1 of each presidential election year.

Requires at-large electors to cast ballots for the presidential candidates who won a majority of congressional districts, while district electors cast ballots for the candidates who won their respective districts.

Makes state executive committees provide a method of selection for presidential electors by resolution, effective July 1, 2014.
