District school boards must issue debit cards to classroom teachers funded through the Florida Teachers Classroom Supply Assistance Program to purchase materials and supplies before the start of the school year.

Elementary school teachers receive at least $250, middle school teachers receive at least $500, and high school teachers receive at least $750 on their debit cards.

District school boards and charter school boards must provide debit cards to classroom teachers 2 weeks before the start of the school year, with the option to use direct deposit, check, debit card, or purchasing card as delivery methods.

An identifier must be placed on the front of debit cards clearly indicating the card was issued for the Florida Teachers Classroom Supply Assistance Program.

Classroom teachers may decline receipt of or return the funds without explanation or cause, and funds do not affect wages, hours, or terms and conditions of employment.

The act takes effect July 1, 2014.
