Creates section 1003.4995, Florida Statutes, establishing the "Arts for All Students Act" for fine arts education in K-12 public schools

Requires Department of Education to annually publish an "Arts for All Students" report for each K-12 school comparing student achievement, learning gains, and graduation rates between students in fine arts curricula and those not participating, including analysis of English language learners, exceptional students, and economically disadvantaged students

Defines fine arts curriculum as including visual arts, music, dance, and theatre courses

Establishes an advisory committee of fine arts education experts to develop criteria and formulas for awarding "Arts for All Students" model school and model school district designations based on specified data metrics including course offerings, student enrollment, teacher certification levels, and dedicated classroom spaces

Takes effect July 1, 2014
