Revises the definition of "contract" in section 766.1115 to clarify that health care providers deliver services to low-income recipients as agents of governmental contractors.

Extends the period a health care provider remains an agent of the state from an unspecified time to 30 days after an individual is deemed ineligible, allowing time for patient transition to another provider.

Requires governmental contractor health care service contracts to include a provision allowing voluntary patient contributions toward dental laboratory work costs, capped at the actual amount of dental laboratory charges.

Delays the repeal of health access dental license provisions from January 1, 2015 to January 1, 2020, allowing licenses issued before the deadline to remain valid.

Effective date is July 1, 2014.
