Amends Florida Statutes sections 185.03 and 185.08 to extend municipal police officers' retirement trust fund provisions to consolidated governments created pursuant to the State Constitution.

Allows a single consolidated government (formed from a former county and one or more municipalities) that provides police services to a municipality within its boundaries to receive premium taxes reported for that municipality.

Requires the consolidated government to notify the division of any interlocal agreement to provide police services and permits the municipality to enact an ordinance levying the tax; the division may distribute premium taxes to the consolidated government as long as the interlocal agreement remains in effect.

Extends the .85 percent state excise tax on casualty insurance premiums to apply to consolidated governments providing police protection services, regardless of whether properties are in separately incorporated areas within the consolidated government.

Takes effect July 1, 2014.
