Amends Florida Statutes § 744.3701 to create a public records exemption for court records relating to settlement of claims on behalf of minors or wards, including petitions for approval, guardian ad litem reports, and settlement orders.

Permits inspection of settlement records only by the court, clerk, guardian, guardian's attorney, guardian ad litem, ward (if 14 years or older), ward's attorney, minor (if 14 years or older), and minor's attorney, upon a showing of good cause.

Authorizes courts to direct disclosure and recording of settlement record portions in connection with real property transactions or for other purposes at the court's discretion.

Declares it a public necessity to keep settlement records confidential to protect minors' and wards' physical safety and financial security, limiting access to only those involved in settlement proceedings or guardianship administration.

Takes effect contingent upon the same date that HB 123 or similar legislation takes effect, if adopted in the same legislative session and becomes law.
