Provides monthly distributions of $166,667 in sales tax revenue to a certified motorsports entertainment complex through the Department of Economic Opportunity.

Limits certification to only one motorsports entertainment complex in the state, with facilities required to have at least 50,000 fixed seats and meet requirements including $250 million+ construction costs and projected annual attendance exceeding 100,000.

Requires applicant complex to demonstrate annual tax revenues of at least $2 million and that local government owns the land or facility, with municipal or county certification that the application serves a public purpose.

Restricts use of distributions to construction, debt service, infrastructure improvements related to the complex, and advertising/promotion programs designed to increase attendance or tourism.

Authorizes the Auditor General to audit expenditures and notify the Department of Revenue if funds are improperly spent, allowing the department to pursue recovery under tax assessment laws; effective July 1, 2014.
