Establishes a new "Sun, Sea, and Smiles" specialty license plate with an annual use fee of $25, featuring "Florida" at the top and "Sun-Sea-Smiles" at the bottom of the plate

Department retains all annual use fees until startup costs for developing and issuing the plates are recovered, then distributes fees annually among seven charitable organizations

Five percent of fees distributed to Florida Caribbean Charitable Foundation for marketing the license plate

Thirty percent to Florida Caribbean Charitable Foundation for college scholarships (60%), health and wellness promotion (15%), and Caribbean culture awareness (25%), with up to 5% for administrative expenses

Twenty percent distributed to The American Friends of Jamaica, Inc.; 10% to Haitian Neighborhood Center Sant La, Inc.; 10% to Fanm Ayisyen Nan Miyami, Inc.; 20% to Greater Caribbean American Cultural Coalition Inc.; and 5% to Little Haiti Optimist Foundation, Inc., for various social, community development, and cultural awareness purposes
