Creates the Florida Concrete Masonry Education Council, Inc. as a nonprofit direct-support organization operating under a written contract with the Department of Economic Opportunity.

Establishes a 13-member board of directors appointed by the Governor, including 8 concrete masonry manufacturers, 2 masonry contractors, 1 building industry representative, 1 workforce education expert, and 1 independent stakeholder; at least 5 manufacturer members must be from the Masonry Association of Florida.

Authorizes the council to plan and conduct concrete masonry training and education programs, develop workforce outreach initiatives, coordinate with national programs, and promote economic benefits of concrete masonry products.

Establishes a voluntary self-imposed assessment system on concrete masonry units where participating manufacturers must commit to paying for at least 1 year and may continue or terminate annually; manufacturers collect and forward assessments quarterly to the council.

Requires the council to adopt bylaws by September 30, 2014, submit annual reports to the Governor and Legislature outlining revenues, industry participation, fund usage, and job placement data, and maintain separate financial accounting with annual audits; takes effect July 1, 2014.
