Prohibits persons under 18 from knowingly possessing, purchasing, or misrepresenting their age or military service to purchase nicotine dispensing devices; first violation results in 16 hours community service or $25 fine plus mandatory anti-tobacco program

Requires dealers selling nicotine dispensing devices to post clear signage stating the sale to minors is unlawful and to display age verification materials at checkout counters

Requires the Division of Alcoholic Beverages and Tobacco to include violations for selling nicotine dispensing devices to minors in its annual report to the Legislature and Governor by December 31; takes effect July 1, 2014
