Exempts proprietary confidential business information submitted by prepaid wireless service providers to the Department of Revenue from public records disclosure requirements under Florida Statutes section 119.07(1) and Article I, Section 24(a) of the State Constitution.

Authorizes the Department of Revenue to share exempted information with the Secretary of Management Services and the E911 Board for conduct of their official business.

Defines "proprietary confidential business information" to include customer lists, customer data, usage and capacity data, network facilities, technology descriptions, and actual or developmental costs of E911 systems.

Subjects the exemption to the Open Government Sunset Review Act with automatic repeal on October 2, 2019, unless the Legislature reenacts the exemption.

Effective date is contingent upon the same date that HB 175 or similar legislation takes effect, if enacted in the same legislative session and becomes law.
