Authorizes the Department of Highway Safety and Motor Vehicles to automatically register eligible individuals to vote or update voter registration records when applying for, renewing, or changing the address on a driver's license or identification card.

Requires the department to notify individuals that information gathered for driver's license or identification card transactions will be automatically transferred to voter registration applications and may be used to update existing voter records.

Requires a driver's license examiner to notify applicants that applying for or renewing a driver's license or identification card constitutes consent to automatic voter registration or update, with the option to revoke consent orally or in writing.

Mandates that individuals automatically registered who fail to designate party affiliation must be registered without party affiliation.

Takes effect July 1, 2014.
